GUSD prioritizes reserves, not teachers!
District spending priorities have moved further away from the classroom.
Since 2013-14, the District has made its Reserve a far greater spending priority than recruiting and retaining excellent educators. In 2013-14 the District was contributing 44.7% of it's Total Expenditures (Outgo) to recruitment and retention. That percentage has consistently declined since then. Meanwhile, the Reserve grew from 6.6% to 29.7%! Remember, the State Required Reserve is ONLY 3%. A 3% reserve would have equated to $4.1 million last year, but instead, the District held $40.4 million in its Reserve!! We all know that this ongoing pattern of investing in a bank account instead of the classroom has a negative impact on students' well-being and learning.
